Regulations Amending the Public Service Labour Relations Board Regulations
The Public Service Labour Relations Board, pursuant to sections 237 and 238 of the Public Service Labour Relations Act (see footnote a), makes the annexed Regulations Amending the Public Service Labour Relations Board Regulations.

REGULATIONS AMENDING THE PUBLIC SERVICE LABOUR RELATIONS BOARD REGULATIONS
AMENDMENTS
1. Subparagraph 89(1)(a)(ii) of the Public Service Labour Relations Board Regulations (see footnote 1) is replaced by the following:
(ii) in Form 21 of the schedule if the grievance relates to a termination, demotion, suspension, financial penalty or deployment;
2. Form 21 of the schedule to the Regulations is replaced by the following:

3. These Regulations have effect on the day on which subparagraph 209(1)(c)(ii) of the Public Service Labour Relations Act, as enacted by section 2 of the Public Service Modernization Act, being chapter 22 of the Statutes of Canada, 2003, comes into force.

Description
The Regulations Amending the Public Service Labour Relations Board Regulations (the amending Regulations) are made further to the coming into force of subparagraph 209(1)(c)(ii) of the Public Service Labour Relations Act (the PSLRA) and amend the existing Public Service Labour Relations Board Regulations (the Regulations). The amending Regulations apply to the portions of the federal public administration listed in Schedules I, IV or V of the Financial Administration Act. The purpose of the amending Regulations is to provide for the form to be used when referring to adjudication a grievance related to deployment, under subparagraph 209(1)(c)(ii) of the PSLRA.
The amending Regulations will promote efficient operations at the Public Service Labour Relations Board.
Alternatives
Sections 237 and 238 of the PSLRA provide the Board with the authority to make these amending Regulations. These amending Regulations are the most appropriate instrument to ensure certainty and transparency regarding the rules of procedure for referring deployment grievances.
Benefits and Costs
The amendments complete the set of rules of procedure before the Board. There is no impact on federal revenues or resource allocations. There is no negative impact on employers, bargaining agents and employees other than the need to become familiar with the amending Regulations. There will be a positive impact on labour relations practice and procedure as the amending Regulations provide an efficient way to refer deployment grievances to adjudication.
Consultation
The proposed amendments to the Regulations were posted on the Board's internet site, soliciting comment. No comments were received.
