Her Excellency the Governor General in Council, considering that it is in the public interest to do so, on the recommendation of the Minister of Justice and the Treasury Board, pursuant to subsection 23(2.1) (see footnote a) of the Financial Administration Act, hereby makes the annexed Firearms Fees Remission Order.
FIREARMS FEES REMISSION ORDER
1. Remission in the amount of $35 is hereby granted to any individual who made an application for a possession licence under the Firearms Act during the period beginning on December 1, 1999 and ending on June 9, 2000 and who paid $45 for the licence under column 2 of item 1 of Part 1 of Schedule I to the Firearms Fees Regulations.
EXPLANATORY NOTE
(This note is not part of the Order.)
The Firearms Fees Regulations, made under paragraph 117(p) of the Firearms Act, established a phased-in fee for possession only licences. The fee was set at $10 when the Act was first implemented on December 1, 1998 and then rose to $45 on December 1, 1999. The Regulations provide that the fee rises to $60 on September 1, 2000.
The Regulations were then amended and the fee was reduced back to $10 effective for the period beginning on June 10, 2000 and ending on October 15, 2000 to encourage individuals who are required to obtain a possession only licence by January 1, 2001 to make their applications earlier.
This Order grants a remission of $35 to those individuals who applied for a possession only licence during the period beginning on December 1, 1999 and ending on June 9, 2000 and paid $45 for the licence. This has been done in the public interest in order to be fair to those who had already paid the higher fee before the reduction to $10.
