COMMENCEMENT OF INTERIM REVIEW
Flat Hot-rolled Carbon and Alloy Steel Sheet Products
The Canadian International Trade Tribunal (the Tribunal) hereby gives notice that, pursuant to subsection 76.01(1) of the Special Import Measures Act (SIMA), it has initiated an interim review (Interim Review No. RD-2002-003) of its finding made on July 2, 1999, in Inquiry No. NQ-98-004 concerning certain flat hot-rolled carbon and alloy steel sheet and strip, including secondary or non-prime material, originating in or exported from France, Romania, the Russian Federation and the Slovak Republic.
On October 4, 2002, the Tribunal received a request for an interim review of the finding. The applicants, Usinor Canada Inc. (Usinor) and Sollac Méditerranée S.A. (Sollac), requested an interim review for the exclusion of "hot-rolled steel sheet in coil, mill-edge/slit-edge, with hardenable manganese-boron steel for heat treatment, manufactured to the Usinor 'Solbor 30MnB5' specification".
The Tribunal decided that the request was properly documented and, accordingly, pursuant to subrule 70(2) of the Canadian International Trade Tribunal Rules (Rules of Procedure), on October 16, 2002, provided the parties to the 1999 inquiry with a copy of the applicants' request. On November 7, 2002, Algoma Steel Inc., Ispat Sidbec Inc., Dofasco Inc., IPSCO Inc. and Stelco Inc. filed submissions objecting to the request for an interim review. Usinor and Sollac responded to the domestic producers' submissions on November 15, 2002. In light of the applicants' request, the domestic producers' submissions and the applicants' reply, the Tribunal decided that an interim review was warranted.
The purpose of this interim review is to determine if the finding should be amended to exclude the product for which an exclusion has been requested. In the normal course of events, the finding in Inquiry No. NQ-98-004 would expire on July 1, 2004.
Submissions already filed by parties have been placed on the record of the interim review. Any further submissions by domestic producers should be filed no later than December 12, 2002, in 20 copies. In their submissions, domestic producers should address the following matters: (1) taking into account the applicants' reply submission dated November 15, 2002, whether there are domestic goods that are substitutable for the product for which an exclusion is requested, including supporting evidence, for example, metallurgical or other tests; (2) the tests and costs that may be necessary if a substitutable product were used; (3) whether any changes should be made to the description of the product as set out in the request; (4) the need for a generic description of the product, if any, and, if so, produce such a description; and (5) other end uses of the proprietary or generic product. In their submissions, the domestic producers should provide their comments on whether the Tribunal should conduct the interim review by way of written submissions or a hearing.
The applicants will have an opportunity to respond to the domestic producers' submissions and should do so no later than December 19, 2002, in 20 copies. The Tribunal also requests comments from the applicants on whether the Tribunal should conduct the interim review by way of written submissions or a hearing.
After reviewing the parties' written submissions, the Tribunal will decide whether to conduct the interim review by way of written submissions pursuant to subrule 25(c) of the Rules of Procedure or by way of a hearing. If the Tribunal decides to hold a hearing, it will inform the parties, at a later date, of when the hearing will be held.
Submissions should be based exclusively on public information. However, confidential information relevant to the issues before the Tribunal may be filed, if necessary, along with a comprehensive public summary or public edited version of the confidential information. Confidential submissions will be made available to counsel who have filed the relevant declarations and undertakings.
The Tribunal has notified the Commissioner of the Canada Customs and Revenue Agency, as well as other interested persons, of the initiation of an interim review. Interested parties wishing to participate in the interim review must file a notice of participation with the Secretary no later than December 10, 2002.
The Tribunal will make its decision on whether to amend its finding in Inquiry No. NQ-98-004 no later than January 17, 2003.

Notice is hereby given that the Canadian International Trade Tribunal (the Tribunal) is satisfied that the request (Request No. TR-2002-003) received from Alpine Joe Sportswear Ltd. (the requester) of Vancouver, British Columbia, is properly documented. The request is for the removal, for an indeterminate period of time, of the customs duty on importations from all countries of woven fabric, dyed, 4-thread twill, containing 60 percent or more by weight of polyester staple fibres, 30 percent or more by weight of cotton fibres, and 5 percent or more by weight of elastomeric monofilaments, measuring in the warp direction, per single yarn, 170 decitex or more but not exceeding 180 decitex, and measuring in the weft direction, per single yarn, 315 decitex or more but not exceeding 333 decitex, having a yarn count in the warp direction of 423 or more but not exceeding 447 per 10 cm, and a yarn count in the weft direction of 246 or more but not exceeding 262 per 10 cm, of a weight not exceeding 300 g/m2, of subheading No. 5514.22, for use in the manufacture of uniform or hiking pants and shorts or bicycle touring shorts (the subject fabric).
The Tribunal will conduct an investigation under section 19 of the Canadian International Trade Tribunal Act into the appropriateness of reducing or removing the customs duty on importations of the subject fabric, which is classified in subheading No. 5514.22.
The Tribunal's investigation was commenced on November 28, 2002, and will be conducted by way of written submissions. To participate in the Tribunal's investigation, the requester or an interested party must file with the Tribunal a notice of appearance in Form I of the Textile Reference Guidelines on or before December 19, 2002. The Tribunal's recommendations to the Minister of Finance are scheduled to be issued by March 28, 2003.

Textiles and Apparel
The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2002-038) from Les Entreprises P. Cormier, of St-Luc, Quebec, concerning a procurement (Solicitation No. 21120-031789/A) by the Department of Public Works and Government Services on behalf of Correctional Service of Canada (CSC). The solicitation is for the acquisition of 17,145 blue thermal blankets, 100% cotton, in accordance with CSC Purchase Description CAG-8-0107-468F. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.

PUBLIC NOTICE 2002-75
Call for Applications for a Broadcasting Licence to Carry on a Radio Programming Undertaking to Serve Red Deer, Alberta
The Commission announces that it has received an application for a broadcasting licence to provide a commercial radio service to serve Red Deer, Alberta.
The Commission hereby calls for applications from other parties wishing to obtain such a licence.
Persons interested in responding to this call must submit a formal application to the Commission no later than February 25, 2003. Applicants are also required to submit all necessary technical documentation to the Department of Industry by the same date.
It should be noted that, in making this call, the Commission has not reached any conclusion with respect to the licensing of such a service, nor should it necessarily be construed that the Commission will, by virtue of having called for applications, authorize such a service at this time.
Applicants will be required to provide evidence giving clear indication that there is a demand and a market for the station and the proposed service. Without restricting the scope of the issues to be considered, the following should be addressed:
1. The contribution that the proposed service will make to achieving the objectives established in the Broadcasting Act and, in particular, to the production of local and regional programming.
2. The factors relevant to the evaluation of applications, as outlined in Decision CRTC 1999-480 dated October 28, 1999.
3. The means by which the applicant will promote the development of Canadian talent, including local and regional talent.
4. An analysis of the markets involved and potential advertising revenues, taking into account the results of any survey undertaken supporting the estimates.
5. Evidence as to the availability of financial resources consistent with the requirements established in the financial projections of the applicant's business plan. For the convenience of applicants, the Commission has available upon request a document entitled "Documentation Required by the Commission to Support the Availability of an Applicant's Proposed Financing".
The Commission also reminds applicants that they must comply with the eligibility requirements set out in the Direction to the CRTC (Ineligibility of Non-Canadians), SOR/97-192, dated April 8, 1997, as amended by SOR/98-1268, dated July 15, 1998, and the Direction to the CRTC (Ineligibility to Hold Broadcasting Licences), SOR/85-627, dated June 27, 1985, as amended by SOR/97-231, dated April 22, 1997.
The Commission will announce at a later date the public process for considering applications and where they may be examined by the public. As part of that process, the public will be given the opportunity to comment on any application by submitting written interventions to the CRTC.
Notice of each application will also be published in newspapers of general circulation within the area to be served.
