SPECIAL IMPORT MEASURES ACT
Xanthates — Decision
On November 4, 2002, the Commissioner of Customs and Revenue made a preliminary determination of dumping, pursuant to subsection 38(1) of the Special Import Measures Act (SIMA) respecting xanthates of all grades in dry or liquid forms, excluding cellulose xanthates, originating in or exported from the People's Republic of China.
The subject goods include all grades of sodium or potassium salts of ethyl, butyl (isobutyl, normal butyl, secondary butyl), propyl (isopropyl, normal propyl) and amyl (isoamyl, normal amyl, secondary amyl) xanthates, in dry forms, such as powder, granules, pellets, tablets or flakes, or liquid forms, such as solution or slurry. The subject goods do not include cellulose xanthates, which are produced as an intermediate in the production of viscose (rayon) and cellophane.
The goods in question are usually classified under the following Harmonized System classification numbers:

The Canadian International Trade Tribunal (the Tribunal) will make a full inquiry into the question of injury to the domestic industry and will make an order or finding not later than 120 days after its receipt of the notice of the preliminary determination of dumping.
Pursuant to section 8 of SIMA, provisional duty is payable on subject goods released from customs during the period commencing on the date the preliminary determination was made and ending on the earlier of the day the investigation is terminated, the day on which the Tribunal makes an order or finding, or the day an undertaking is accepted. The amount of provisional duty payable is not greater than the estimated margin of dumping. The payment of such provisional duty is hereby demanded. The Customs Act applies, with any modifications that the circumstances require, with respect to the accounting and payment of provisional duty.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2002-036) from Oceanid, LLC, filed on behalf of Noël Import/Export, of Magog, Quebec, concerning a procurement (Solicitation No. 5P214-020253/B) by the Department of Public Works and Government Services (PWGSC) on behalf of Parks Canada. The solicitation is for the acquisition of inflatable ice and water rescue crafts. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
It is alleged that PWGSC awarded the contract to a non-compliant bidder.

Call for Comments on the Establishment of the Rules to Govern the Distribution of Specialty Services on the Basic Service of Fully Digital Cable Undertakings
Extension of deadline for comments
1. In Broadcasting Public Notice CRTC 2002-48, the Commission called for comments on the establishment of rules to govern the distribution of specialty services on the basic service of fully digital cable undertakings.
2. In a letter to the Commission dated November 4, 2002, the Canadian Association of Broadcasters (CAB) requested that Commission grant an extension of four months for the submission of comments. The CAB explained that this extension would provide it with sufficient time to proceed in a deliberate and thoughtful manner in considering this matter.
3. The Commission has reviewed this request and has determined that an extension of three months is appropriate.
4. The new deadline for comments is February 15, 2003.
5. The new deadline for replies is March 15, 2003.
