Model Class Screening Report for Prairie Grain Road Projects in Manitoba, Saskatchewan and Alberta — Public Consultation — Request for Comments
The Prairie Farm Rehabilitation Administration (PFRA) administers the Prairie Grain Roads Program, which provides funding to provincial governments and municipalities for road modification projects. As PFRA is providing federal funding for these projects, it must ensure that the requirements of the Canadian Environmental Assessment Act are met before making funding decisions that would allow projects to proceed. In order to streamline the environmental assessment process, PFRA has developed a model class screening report for Prairie Grain Road Projects in Manitoba, Saskatchewan and Alberta.
Prairie Grain Road modification projects undertaken by provinces or municipalities have similar planning process requirements, a predictable range of potential environmental effects, and a standard suite of mitigation and impact management measures.
The Canadian Environmental Assessment Agency (the Agency) is currently reviewing this model class screening report. Pursuant to subsection 19(2) of the Canadian Environmental Assessment Act, the Agency is seeking comments from the public on the appropriateness of the use of the report as a model for conducting screenings of projects within the class.
Following consideration of the public comments, the Agency may declare the report to be a model class screening report, in accordance with subsection 19(1) of the Canadian Environmental Assessment Act.

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2002-023) from Nanaimo Shipyard Ltd. (the Complainant), of Nanaimo, British Columbia, concerning a procurement (Letter of Interest No. W8483-01FD03/A) by the Department of Public Works and Government Services on behalf of the Department of National Defence. The solicitation is for the refit of the HMCS Algonquin. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into the complaint.
The Complainant alleges that its proposal was unfairly evaluated with respect to the experience requirement contained in the Letter of Interest and that, as a result, it was not considered qualified to compete for this contract.

APPLICATION FOR AUTHORIZATION TO EXPORT ELECTRICITY TO THE UNITED STATES
Fraser Paper Inc. (Canada)
Notice is hereby given that, by an application dated October 12, 2002, Fraser Paper Inc. (Canada) [the "Applicant"] has applied to the National Energy Board (the "Board") under Division II of Part VI of the National Energy Board Act (the "Act") for authorization to export 60 megawatts of firm power and 400 gigawatt-hours per year of firm energy for a period of ten years commencing on January 1, 2003. This export would be in accordance with the terms of the firm power and energy contract between Fraser Paper Inc. (Canada) and Fraser Paper Inc. from the United States executed on September 24, 2002.
The Board wishes to obtain the views of interested parties on this application before issuing a permit or recommending to the Governor in Council that a public hearing be held. The Directions on Procedure that follow explain in detail the procedure that will be used.
1. The Applicant shall deposit and keep on file, for public inspection during normal business hours, copies of the application at its offices located at 27 Rice Street, Edmundston, New Brunswick E3V 1S9, and provide a copy of the application to any person who requests a copy. A copy of the application is also available for viewing during normal business hours in the Board's Library, 444 Seventh Avenue SW, Room 1002, Calgary, Alberta T2P 0X8.

3. Pursuant to section 119.06(2) of the Act, the Board shall have regard to all considerations that appear to it to be relevant. In particular, the Board is interested in the views of submitters with respect to:
(a) the effect of the exportation of the electricity on provinces other than that from which the electricity is to be exported;
(b) the impact of the exportation on the environment; and
(c) whether the Applicant has:
(i) informed those who have declared an interest in buying electricity for consumption in Canada of the quantities and classes of service available for sale, and
(ii) given an opportunity to purchase electricity on terms and conditions as favourable as the terms and conditions specified in the application to those who, within a reasonable time of being so informed, demonstrate an intention to buy electricity for consumption in Canada.
4. Any answer to submissions that the Applicant wishes to present in response to items 2 and 3 of this Notice of Application and Directions on Procedure shall be filed with the Secretary of the Board and served on the party that filed the submission, by November 27, 2002.
5. Any reply that submitters wish to present in response to item 4 of this Notice of Application and Directions on Procedure shall be filed with the Secretary of the Board and served on the Applicant by December 7, 2002.
