Compliance Agreement

This notice is given by the Commissioner of Canada Elections, pursuant to section 521 of the Canada Elections Act, S.C. 2000, c. 9.

On June 28, 2001, the Commissioner of Canada Elections, pursuant to section 517 of the Canada Elections Act, entered into a compliance agreement with Michel Allard, candidate in the electoral district of Winnipeg Centre, Manitoba, Canada.

In this agreement, Michel Allard admits that he published on November 15, 2000, an election advertising in The Metro newspaper without his official agent's authorization indicated on the advertisement, as required under section 320 of the Canada Elections Act, and so contravened paragraph 495(1)(a) of the Canada Elections Act.

In summary, the compliance agreement required Michel Allard to:

— acknowledge the statutory obligation with respect to the requirement to include his official agent's authorization on election advertising;

— admit the truth of the facts and his responsibility for the omission on the election advertising on November 15, 2000; and

— undertake to henceforth respect this obligation.

CANADA ELECTIONS ACT

Compliance Agreement

This notice is published by the Commissioner of Canada Elections, pursuant to section 521 of the Canada Elections Act (the Act), S.C. 2000, c. 9.

On June 28, 2001, the Commissioner of Canada Elections, pursuant to section 517 of the Canada Elections Act, entered into a compliance agreement with Groupe Radio Astral Inc. of Montréal, Quebec, Canada, for having transmitted on their radio station CJRC 1150 on November 27, 2000, election advertising, contrary to subsection 323(1) of the Act and so contravened paragraph 495(5)(a) of the Canada Elections Act.

In summary, the agreement required Groupe Radio Astral Inc. to:

— admit to the truthfulness of the facts and their responsibility with respect to the transmission of election advertising on November 27, 2000;

— appreciate the importance of respecting the requirements of the Act; and

— undertake to henceforth respect this requirement.

In this agreement, Prabhat Kapur admits that he published on November 19, 2000, an election advertising in The Brampton Guardian newspaper without his official agent's authorization indicated on the advertisement, as required under section 320 of the Canada Elections Act, and so contravened paragraph 495(1)(a) of the Canada Elections Act.

In summary, the compliance agreement required Prabhat Kapur to:

— acknowledge the statutory obligation with respect to the requirement to include his official agent's authorization on election advertising;

— admit his responsibility for the omission on the election advertising on November 19, 2000; and

— undertake to henceforth respect this obligation.
