The following notice of proposed revocation was sent to the charities listed below because they have not met the filing requirements of the Income Tax Act:

"Notice is hereby given, pursuant to paragraph 168(1)(c) of the Income Tax Act, that I propose to revoke the registration of the charities listed below and that by virtue of paragraph 168(2)(b) thereof, the revocation of the registration is effective on the date of publication of this notice in the Canada Gazette."

The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-2000-042) from the Spallumcheen Band, of Enderby, British Columbia, concerning a procurement (Contract No. F1516-0-0656) by the Department of Fisheries and Oceans (DFO). The solicitation is for the operation and maintenance of the Shuswap River hatchery. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into this complaint.

It is alleged that DFO gave preferential treatment to one bidder.

Cut-to-Length Carbon Steel Plate from Canada

Notice is hereby given, pursuant to subrule 78(a) of the NAFTA Article 1904 Panel Rules, that the binational panel review of the Final Results of the Antidumping Duty Administrative Review, and Determination Not To Revoke in Part made by United States Department of Commerce, International Trade Administration, respecting Certain Cut-to-Length Carbon Steel Plate from Canada is completed. Pursuant to subrule 78(a) of the NAFTA Article 1904 Panel Rules, this Notice of Completion of Panel Review is effective on December 13, 2000, the day the Consent Motion to terminate the binational panel review of this matter was filed (Secretariat File No. USA-CDA-00-1904-01).

Explanatory Note

Chapter 19 of the North American Free Trade Agreement establishes a procedure for replacing domestic judicial review of determinations in anti-dumping and countervailing duty cases involving imports from a NAFTA country with review by binational panels.

These panels are established, when a Request for Panel Review is received by the NAFTA Secretariat, to act in place of national courts to expeditiously review final determinations to determine whether they are in accordance with the anti-dumping or countervailing duty law of the country that made the determination.

Under Article 1904 of the North American Free Trade Agreement which came into force on January 1, 1994, the Government of Canada, the Government of the United States and the Government of Mexico established the Rules of Procedure for Article 1904 Binational Panel Reviews. These Rules were published in the Canada Gazette, Part I, on January 1, 1994.

Enbridge Terrace Expansion Project Phase II

The National Energy Board ("the Board") has scheduled an oral public hearing with respect to an application filed by Enbridge Pipelines Inc. ("Enbridge" or "the Applicant") under the National Energy Board Act ("the Act") to construct the pipeline facilities which comprise Phase II of the company's Terrace Expansion Program (Terrace Phase II). The hearing will include the consideration of matters to be examined in accordance with the Canadian Environmental Assessment Act. Copies of the application are available for viewing at the Applicant's office and the Board's library.

Terrace Phase II is the second phase of Enbridge's multi-phase Terrace Expansion Program, which was agreed upon by Enbridge and the Canadian Association of Petroleum Producers in the Terrace Toll Agreement. The facilities comprising Terrace Phase I were approved by the Board in its OH-1-98 Decision and Order XO-J1-16-98.

Terrace Phase II includes approximately 123 kilometres (76 miles) of 914-millimetre (36-inch) outside diameter pipeline to be constructed in three loops between Hardisty, Alberta, and Kerrobert, Saskatchewan, as well as several additions and modifications to existing pump stations. The proposed facilities would be constructed on both existing Enbridge station property and new lands adjacent to its existing right-of-way. The estimated cost of Terrace Phase II is $140 million and the project would increase the capacity of the existing Enbridge system by 6 900 m3/day (43 400 bpd). The Terrace Phase II facilities are expected to be phased into service beginning in the fourth quarter of 2001.

The hearing is scheduled to commence at 9:00 a.m. (mountain daylight time — MDT), Monday, March 19, 2001, in the Board's hearing room in Calgary, Alberta. The hearing will be public and will be held to obtain the evidence and views of interested persons on the application. Any person interested in participating in the hearing should consult the Board's detailed Directions on Procedure OH-1-2000 for further background and instructions.
