COLONEL ARTHUR GRAHAM ARMSTRONG, M.S.C., C.D.
Ottawa, Ontario, and Montréal, Quebec
From September 1998 to September 1999, Col Armstrong was the Canadian Forces' Attaché at the Canadian Embassy in Belgrade, accredited to the Federal Republic of Yugoslavia at the time of the Kosovo crisis. As the volatile situation deteriorated almost daily, he showed outstanding leadership and resourcefulness throughout a very trying year which included two evacuations before final closure of the Embassy. Without regard for his personal safety, he faced considerable danger operating throughout Kosovo to provide unique, first-hand information to Canadian and Allied decision-makers. Col Armstrong's dedication and professionalism brought great credit to Canada and the Canadian Forces.

LEADING SEAMAN KENTON JAMES GULLIFORD, M.S.M., C.D.
Victoria and Cobble Hill, British Columbia
On September 2, 1998, Swissair Flight 111 crashed in the North Atlantic Ocean, near Peggy's Cove, Nova Scotia, killing all 229 passengers. The aircraft was completely destroyed on impact and came to rest at a depth of 55 metres, settling into an unstable mound composed of razor-sharp metal and webs of wiring. A member of the crew of Yard Diving Tender GRANBY, LS Gulliford conscientiously and meticulously carried out his duty under intense international media attention and the ever-present danger of entrapment and life-threatening damage to his equipment. Under hazardous and exceptionally stressful circumstances, he contributed directly to the recovery of human remains from the seabed and is credited with the recovery of the Cockpit Flight Recorder on September 7, 1998. LS Gulliford's outstanding performance brought great credit to himself, to the Canadian Forces and to Canada both nationally and internationally.

LIEUTENANT-COLONEL MICHAEL PROHASKA JORGENSEN, M.S.M., C.D.
Petawawa and Kitchener, Ontario
From July 1998 to February 1999, LCol Jorgensen was the Commanding Officer of the 3rd Battalion, The Royal Canadian Regiment Battle Group on Operation PALLADIUM Roto 3 in Bosnia and Herzegovina. During that time, he achieved outstanding success in fulfilling his mission by ensuring a secure environment in northwest Bosnia for the return of refugees during a very challenging phase of NATO's campaign. LCol Jorgensen's exemplary leadership and professionalism brought great credit to himself, the Canadian Forces and Canada.
