ORDERS IN COUNCIL

DEPARTMENT OF CANADIAN HERITAGE

Order Requesting the CRTC to Seek Public Comments and Report Concerning Radio Services in the Greater Toronto Area

Whereas section 15 of the Broadcasting Act provides that the Canadian Radio-television and Telecommunications Commission (hereinafter referred to as "the Commission") shall, on the request of the Governor in Council, hold hearings or make reports on any matter within the jurisdiction of the Commission;

Whereas the Governor in Council considers it important that the residents of the Greater Toronto Area receive the widest possible range of radio services reflective of the diversity of their languages and cultures;

And whereas, in accordance with subsection 15(2) of the Broadcasting Act, the Minister of Canadian Heritage has consulted with the Commission with regard to this request;

Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of Canadian Heritage, pursuant to section 15 of the Broadcasting Act, hereby requests the Canadian Radio-television and Telecommunications Commission to seek public comments and report at the earliest possible time, and no later than January 31, 2001, on:

(a) the trends of the demographic composition of the Greater Toronto Area, the availability of radio services and the nature of the programming serving this population;

(b) the technical means in both analog and digital formats that might be available to increase the number and diversity of radio services in the Greater Toronto Area; and

(c) the impact of regulatory policies and licensing criteria on potential new entrants to the Greater Toronto Area radio market;

with a view to proposing measures to ensure that the residents of the Greater Toronto Area receive a range of radio services reflective of the diversity of their languages and cultures.
