Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2000-005) on September 11, 2000, with respect to a complaint filed by Radiant Point Inc. (the complainant), of Ottawa, Ontario, under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, (4th Supp.), c. 47, as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning a procurement (Solicitation Nos. 05005-9-0492/A, /B and /C) of the Department of Public Works and Government Services (the Department). The solicitation was for the supply of EDP hardware and software.
The complainant alleged that the Department violated a number of provisions under the applicable trade agreements.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement and the Agreement on Government Procurement, the Tribunal determined that the complaint was valid in part and awarded the complainant its reasonable costs incurred in filing and proceeding with the complaint.

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a determination (File No. PR-2000-011) on September 11, 2000, with respect to a complaint filed by Western Star Trucks Inc. (the complainant), of Kelowna, British Columbia, under sub-section 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, (4th Supp.), c. 47, as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning a request for a standing offer (Solicitation No. E60TB-7-TRUK/A) by the Department of Public Works and Government Services (the Department) on behalf of the Department of National Defence and other federal departments. The solicitation was for the supply of Class 8 trucks, in various configurations, and ancillary repair and maintenance services.
The complainant alleged that the Department had violated several provisions of the applicable trade agreements.
Having examined the evidence presented by the parties and considered the provisions of the Agreement on Internal Trade, the North American Free Trade Agreement and the Agreement on Government Procurement, the Tribunal determined that the complaint was not valid.

PUBLIC NOTICE 2000-74-2
Availability of French-language Specialty Services Outside Quebec — Additional Question Relating to Télé des Arts Service
In Decision CRTC 2000-386 issued today, the Commission approved a new national French-language specialty arts service, Télé des Arts. The Commission stated that it was exploring the possibility of licensing the service for priority digital distribution by cable distributors serving French linguistic minority communities outside Quebec.
This public notice falls within the scope of a proposed policy process initiated in March 2000 (Public Notice CRTC 2000-38) and resumed in Public Notice 2000-74 dated May 31, 2000. The Commission invites comments from the public on an additional question it raises in the context of the proposed policy. Members of the public can also take the opportunity to submit their views during the Commission's consultations on French-language services outside Quebec commencing on September 19. The dates and locations were announced in Public Notice 2000-115.
In Public Notice 2000-38, the Commission called for comments on a proposed policy to increase the availability of minority official language specialty services to cable subscribers across Canada. The process was resumed in Public Notice 2000-74.
The proposed policy requirements would apply to Class 1 and Class 2 cable distributors who use digital distribution technology and operate in a market where at least 5 000 people or 10 percent of the market's total population have a knowledge of the minority official language. The Commission proposes to require that cable licensees distribute at least one specialty service in the minority official language for every ten majority official language programming services that are distributed on the undertaking (both Canadian and non-Canadian).
The Commission is inviting comments on an additional question relating to the Télé des Arts service. That question addresses its preliminary opinion, set out in Decision CRTC 2000-386 issued today, that Télé des Arts should be granted priority status by the aforementioned digital cable distribution undertakings. Priority status would ensure that Télé des Arts is part of the minimum offering of French-language services in markets that would be targeted by the policy, but without increasing the minimum number required.
To take advantage of the public consultations on French-language services outside Quebec, which begin on September 19, the Commission wishes to add the following question to those already raised in Public Notice CRTC 2000-74 and reiterated in Public Notice CRTC 2000-115.
In the context of the proposed policy to increase the availability of specialty services in markets where the minority language is French, should the Commission grant priority status to the distribution of Télé des Arts?
The Commission will also be prepared to discuss this matter at the public hearing on October 18, 2000, and asks interveners to notify the Commission if they wish to discuss or intervene in this matter using the registration procedure set out in Public Notice 2000-115.
Call for comments
The Commission invites written comments that address the question set out in this notice. The Commission will accept comments that it receives on or before October 6, 2000.
In keeping with current practices, the Commission will not formally acknowledge written comments. It will, however, fully consider all comments and they will form part of the public record of the proceeding, provided that the procedures for filing set out below have been followed.

The change is effected through the transfer of all of the issued and outstanding shares of Médiacâble inc. to Cogeco Câble Canada inc.
