CANADIAN ENVIRONMENTAL ASSESSMENT ACT
Comprehensive Study Report — Alliance Pipeline Project — Public Notice
Alliance Pipeline Ltd., on behalf of Alliance Pipeline Limited Partnership, is proposing to construct and operate the Canadian portion of a natural gas pipeline system from north-eastern British Columbia and north-western Alberta to the mid-west United States. The project consists of approximately 1 565 km (970 miles) of mainline and related facilities from a point near Gordondale, Alberta, to a point on the Canada/United States of America border near Elmore, Saskatchewan. It also includes approximately 770 km (480 miles) of lateral pipelines and related facilities in British Columbia and Alberta. The purpose of the proposal is to increase market access for production from the Western Canadian Sedimentary Basin, to provide a link between gas markets in North America and to increase total natural gas supply available to customers in the mid-west United States and markets across North America.
Under the Canadian Environmental Assessment Act (the Act) the National Energy Board (NEB), Fisheries and Oceans Canada (DFO) and the Prairie Farm Rehabilitation Administration (PFRA), as responsible authorities for the project, have completed a comprehensive study of the proposal, and have submitted a copy of the report to the Canadian Environmental Assessment Agency (the Agency).
Pursuant to subsection 22(1) of the Act, the Agency now invites public comment on the conclusions, recommendations and any other aspect of the comprehensive study report. All comments received by the Agency will become part of the public registry for the project.

Notice is hereby given that, after completing its inquiry, the Canadian International Trade Tribunal (the Tribunal) made a decision on August 14, 1998, with respect to complaints filed by Lotus Development Canada Limited (File No. PR-98-005), Novell Canada, Ltd. (File No. PR-98-006) and Netscape Communications Canada Inc. (File No. PR-98-009) [the complainants], under subsection 30.11(1) of the Canadian International Trade Tribunal Act, R.S.C. 1985, c. 47 (4th Supp.), as amended by the North American Free Trade Agreement Implementation Act, S.C. 1993, c. 44, concerning Solicitation No. 08324-8-0060/A of the Department of Public Works and Government Services (the Department). The solicitation was for the procurement, on a sole source basis, of a Microsoft NT server, a BackOffice server and BackOffice client access licenses for the Department of Foreign Affairs and International Trade.
The complainants alleged that the Department had improperly attempted to conduct this procurement on a limited tendering basis when more than one supplier existed that could have supplied the required products.
Having examined the evidence presented by the parties and considered the provisions of the North American Free Trade Agreement, the Agreement on Government Procurement and the Agreement on Internal Trade, the Tribunal concluded that it did not have jurisdiction to continue its inquiry and, therefore, the complaints were dismissed.

Fire Fighting, Security and Safety Equipment
The Canadian International Trade Tribunal (the Tribunal) has received a complaint (File No. PR-98-023) from Marcomm Fibre Optics Inc. (the complainant), of Nepean, Ontario, concerning a procurement by the Department of Public Works and Government Services (the Department) for Correctional Service of Canada (CSC) [Solicitation No. 21120-8-4075/A]. The solicitation is for the design, supply, installation and testing of the Main Command and Control Post as part of a perimeter intrusion detection system upgrade project. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal has decided to conduct an inquiry into this complaint.
It is alleged that the Department and CSC have improperly found the complainant's proposal to be non-compliant.

(a) in the broadcasting year ending on August 31, 1999, of an amount not less than the greater of: (i) 5 percent of its gross revenue derived from broadcasting activities in that year less any contribution to local expression made by the licensee in that year; and (ii) 2.5 percent of its gross revenues derived from broadcasting activities in that year; and
(b) in the broadcast year ending on August 31, 2000, and in each broadcast year thereafter, of an amount not less than the greater of: (i) 5 percent of its gross revenues derived from broadcasting activities in the year less any contribution to local expression made by the licensee in that year; and (ii) 3 percent of its gross revenues derived from broadcasting activities in that year.
2. Northern Cable Holdings Limited

(i) 5 percent of its gross revenues derived from broadcasting activities in a given year less any contribution to local expression made by the licensee in that year; and (ii) 1.5 percent of its gross revenues derived from broadcasting activities in a given year.
3. Delta Cable

Requesting relief, by condition of licence, from the regulatory requirement of section 29 of the Broadcasting Distribution Regulations (the Regulations).
The applicant is requesting permission to commit 5 percent of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.

Revised Lists of Eligible Satellite Services
Addition of CKVU-TV (IND)
1. In Decision CRTC 98-482 of today's date, the Commission approved the application by Canadian Satellite Communications Inc. (Cancom) to add the signal of CKVU-TV (IND) Vancouver to the list of signals that it is authorized to distribute.
2. CKVU-TV has also been added to the List of Part 3 Eligible Satellite Services (Part 3 list).
Addition of WWJ-TV (CBS)
3. The Commission has also approved the application by Cancom to add the signal of WWJ-TV (CBS) Detroit, Michigan, to the list of signals that it is authorized to distribute. WWJ-TV has been added to Section A of the List of Part 2 Eligible Satellite Services (Part 2 list) and to the Part 3 list.
4. The Commission notes that Cancom intends to distribute WWJ-TV as well as to continue to distribute WTOL-TV Toledo, Ohio (both CBS affiliates), for a period not to exceed six months from today's date. At the end of the transitional period, Cancom will cease to distribute WTOL-TV and the signal will be removed from the Part 2 list, Section A, and from the Part 3 list.
