CANADIAN ENVIRONMENTAL ASSESSMENT ACT
Model Class Screening Report— Town of Banff
The Canadian Environmental Assessment Agency (the Agency) has declared the Model Class Screening Report (MCSR) for Routine Projects in the Town of Banff and Proximate Outlying Areas to be a Class Screening Report pursuant to subsection 19(1) of the Canadian Environmental Assessment Act (the Act).
In making the declaration, the Agency reviewed the MCSR proposed by Parks Canada and, after taking comments from the public into account, determined that the project screening process described in the document, and the procedures, requirements and time periods relating to environmental assessment and follow-up programs, facilitate the requirements of the Act being met on specific future projects.
The declaration is effective August 19, 1998, and is subject to the following terms and conditions:
— The declaration is for a period of five years from the date of declaration.
— Parks Canada will notify the Agency in writing a minimum of six months prior to the date on which the declaration expires of its intention to renew the MCSR as is; or to renew the MCSR with modifications or additions; or to not renew the MCSR and thereby allow the declaration to expire; or to request the declaration be extended by up to one year so as to coincide with the five-year review and renewal of the Town of Banff Community Plan.
— To renew the MCSR, Parks Canada will submit the proposed class screening report to the Agency for renewal of the declaration not less than two months prior to the expiration date of this declaration.
— Parks Canada will place the MCSR and subsequent Class Screening Project Reports in the Public Registry in the Parks Canada offices in Banff National Park and submit a running tally of screenings within each sub-class to the Agency for inclusion in the Federal Environmental Assessment Index at the end of each fiscal quarter in accord with the Public Registry provisions contained in Section 1.4 of the MCSR.
— Any amendments to the MCSR will be developed and implemented in accord with the provisions for amendment contained in Section 1.5 of the MCSR.

The applicant is requesting permission to commit 5 percent of gross annual revenues derived from broadcasting activities to local expression, namely community programming, in lieu of the contribution required pursuant to section 29 of the Regulations.

3. Rimouski, Quebec Cogéco Câble Canada inc.
Requesting relief, by condition of licence, from the regulatory requirement of section 29 of the Broadcasting Distribution Regulations (the Regulations).
Rather than allocating the required 5 percent contribution in accordance with the formula prescribed under the Regulations, the applicant is requesting permission to allocate any proportion of the 5 percent contribution to local expression, namely community programming, the remainder, if any, to be directed as a contribution to Canadian programming, as defined in subsection 29(2) of the Regulations.
Unless otherwise provided by condition of licence, Cogéco Câble Canada inc. would be required, under subsection 29(4) and as a Class 1 terrestrial distributor with at least 20 000, but fewer than 60 000 subscribers, to make a contribution to Canadian programming:
(a) in the broadcast year ending on August 31, 1999, of an amount not less than the greater of:
(i) 5 percent of its gross revenues derived from broadcasting activities in that year less any contribution to local expression made by the licensee in that year; and
(ii) 2.5 percent of its gross revenues derived from broadcasting activities in that year; and
(b) in the broadcast year ending on August 31, 2000, and in each broadcast year thereafter, of an amount not less than the greater of:
(i) 5 percent of its gross revenues derived from broadcasting activities in the year, less any contribution to local expression made by the licensee in that year; and
(ii) 3 percent of its gross revenues derived from broadcasting activities in that year.

REQUESTS FOR COMMENTS ON THE DRAFT SCOPE OF ENVIRONMENTAL ASSESSMENT
Maritimes & Northeast Pipeline Management Ltd. — Saint John Lateral Pipeline Project
Notice is hereby given that, in response to a preliminary submission that was filed by Maritimes & Northeast Pipeline Management Ltd. ("M&NP") during November 1997, the National Energy Board ("the Board") has initiated the scoping of the environmental assessment that will be required under the Canadian Environment Assessment Act ("CEAA") in respect of the Saint John Lateral Pipeline Project.
M&NP has applied under the National Energy Board Act for a certificate of public convenience and necessity to construct, own, operate and use the lateral pipeline from a point near Big Kedron Lake, New Brunswick, on the M&NP mainline, to the City of Saint John, with an extension of approximately 8 km of pipeline to the Lake Utopia area.
At this stage, the Board is requesting comments from the public on the draft scoping package that has been developed in consultation with other federal departments and agencies. An information package containing the draft scope of environmental assessment and relevant background material for the project may be obtained (available in both official languages) by contacting the Board's Publication Office by telephone at (403) 299-3562, by facsimile at (403) 292-5503, by Internet electronic mail at orders@neb.gc.ca, or by regular mail at the following address: Michel L.
