United States Air Force

As Commander in Chief of the North American Aerospace Defence Command and United States Space Command and Commander of Air Force Space Command, General Estes provided outstanding personal support and assistance to Canada since his appointment in August 1996. His strong vision and tenacious pursuit of binational support of the common defence of North America contributed significantly to the advancement of Defence Programmes critical to Canada. Moreover, his superb leadership, astute initiative and clear professional direction ensured unprecedented success in facilitating Canadian Forces operations in a number of coalition operations. General Estes' intense personal efforts and keen understanding of his command's vital roles have contributed immeasurably to Western security and constitute unique and unparalleled service to Canada.

ELVIS STOJKO, M.S.C., M.S.M.
Richmond Hill, Ontario

Despite a painful groin injury, Elvis Stojko, a three-time world champion, displayed an extremely high level of professionalism while competing in the Men's Figure Skating Singles at the Nagano Olympic Winter Games in 1998. His tremendous courage under such adversity won him a Silver Medal and demonstrated his indomitable spirit and dedication to the pursuit of excellence. This is the second award of a Meritorious Service Decoration to Mr. Stojko; he was awarded the Meritorious Service Medal in April 1995.

BRENDA ENG, M.S.M.
Vancouver, British Columbia

In 1990, Brenda Eng, a nurse, founded the first free-standing hospice for terminally ill children in North America, known as Canuck Place — HUGS (Human Understanding, Growth and Sharing) Children's Hospice Society. Ms. Eng is an enthusiastic and dedicated individual whose selfless devotion has deeply touched the lives of many Canadians. Notably, she is actively involved in several public relations and fund-raising programs, and serves as a liaison officer with many community and hospital-based agencies dedicated to providing paediatric hospice care both in Canada and abroad.

ARTHUR LEE, M.S.M.
North York, Ontario

Arthur Lee immigrated from China to Canada in 1965. He has achieved significant success as a garment manufacturer in Toronto, Ontario. As an expression of his love for his adopted country, this reserved and modest individual purchased Colonel John McCrae's War Medals in 1997 and generously donated them to the McCrae House Museum in Guelph, Ontario. In spite of his wish for privacy, his act evoked a warm response across the country. He is thus a role model and source of pride for all Canadians. Mr. Lee's generosity has ensured and preserved part of our Canadian heritage.

LORNE JOSEPH NICHOLAS MAYENCOURT, M.S.M.
Vancouver, British Columbia

In 1992, Lorne Mayencourt founded Vancouver Friends For Life Society — a non-profit organization that provides support to individuals suffering from life-threatening illnesses and also assists elderly persons and people with disabilities. Mr. Mayencourt is a committed individual whose compassion and perseverance have enriched the lives of many Canadians. Due to his dedication and the Society's tremendous success, a spacious facility was purchased in 1995 — known as "Weeks House", for which Mr. Mayencourt personally raised more than half a million dollars.

GERALD E. SHANNON, M.S.M.
Ottawa, Ontario

Former Ambassador and Permanent Representative of Canada to the Secretariat of the General Agreement on Tariffs and Trade, Gerald Shannon was Chief Negotiator for Canada to the Uruguay Round of Multilateral Trade Negotiations in 1994. His extraordinary negotiation skills led to significant improvements in the regulations governing international trade as well as increased market access for agriculture and industrial goods and services. Under Mr. Shannon's leadership, Canada was a major influence in the Uruguay Round and was recognized, along with the European Union, as the creator of the World Trade Organization and the integrated dispute settlement system. Mr. Shannon made an indelible mark on a most significant episode of Canadian history.

SISTER AGNÈS-MARIE VALOIS, M.S.M.
Martin-Église, France

During the raid on Dieppe in 1942, Sister Agnès displayed great courage and determination as she nursed wounded Canadian soldiers despite protests by German authorities. Now a senior citizen, Sister Agnès remains faithful to duty. She continues to take part in the annual commemoration of the raid on Dieppe and in ceremonies marking Canada's battle exploits. In August 1997, she volunteered to coordinate billeting for the delegation of veterans who travelled to Dieppe for the 55th Anniversary. Sister Agnès is a pillar of strength who has a special place in the hearts of veterans and other Canadians.

ANTHONY VINCENT, M.S.M.
Ottawa, Ontario

In December 1996, Anthony Vincent, then Canadian Ambassador to Peru, was held hostage by armed terrorists who had raided the Japanese Embassy in Peru. After being released by the rebels, Mr. Vincent negotiated their demands with the Peruvian government. Throughout this ordeal, he displayed outstanding courage by returning to the occupied embassy numerous times to continue talks. During public appearances, Mr. Vincent exhibited a professional and confident manner that was a credit to himself, the foreign service and the Canadian government. The hostage incident ended in April 1997 when Peruvian forces stormed the embassy.

SHARON WOOD, M.S.M.
Canmore, Alberta

An unassuming individual, Sharon Wood has excelled in the male-dominated world of mountain climbing. She is the first North American woman to reach the 8 848-metre summit of Mount Everest and the first woman to become a Canadian Climbing Guide. Her achievements have gained her admiration in the elite International Association of Mountain Guides. Ms. Wood continues to share her experience through public speaking, encouraging Canadians to strive for their own personal "Mount Everest".
