Notice is hereby given that, pursuant to the provisions of Part VI of the Canadian Environmental Protection Act, Permit No. 4543-2-03202 is approved.

1. Permittee: Miller Contracting Ltd., Delta, British Columbia.

2. Type of Permit: To dump or load dredged material.

3. Term of Permit: Permit is valid from August 22, 1998, to August 21, 1999.

4. Loading Site(s):

(a) Various approved sites in Vancouver Harbour at approximately 49°18.70' N, 123°08.00' W;

(b) Various approved sites in the Fraser River Estuary at approximately 49°12.00' N, 123°08.00' W;

(c) Various approved sites on Howe Sound at approximately 49°24.00' N, 123°31.00' W; and

(d) Various approved sites on Vancouver Island at approximately 49°00.00' N, 124°00.00' W.

5. Dump Site(s):

(a) Point Grey Disposal Site: 49°15.40' N, 123°22.10' W, at a depth of not less than 210 m;

(b) Sand Heads Disposal Site: 49°06.00' N, 123°19.50' W, at a depth of not less than 70 m (no woodwastes);

(c) Watts Point Disposal Site: 48°38.50' N, 123°14.00' W, at a depth of not less than 230 m;

(d) Malcolm Island Disposal Site: 50°42.00' N, 127°06.00' W, at a depth of not less than 180 m;

(e) Cape Mudge Disposal Site: 49°57.70' N, 125°05.00' W, at a depth of not less than 200 m;

(f) Five Finger Island Disposal Site: 49°15.20' N, 123°54.60' W, at a depth of not less than 230 m; and

(g) Victoria Disposal Site: 48°22.30' N, 123°21.80' W, at a depth of not less than 90 m.

The following position fixing procedures must be followed to ensure disposal at the designated dump site:

(i) The vessel must call the Vancouver Vessel Traffic Management (VTM) Centre on departure and inform VTM that it is heading for a disposal site;

(ii) Upon arrival at the disposal site, and prior to dumping, the vessel must again call VTM to confirm its position. Dumping can proceed if the vessel is on the disposal site. If the vessel is not within the disposal site boundaries, VTM will direct it to the site and advise that dumping can proceed; and

(iii) The vessel will inform VTM when dumping has been completed prior to leaving the disposal site.

6. Route to Dump Site(s) : Direct.

7. Method of Loading and Dumping: Loading by clamshell or pipeline dredge with disposal by hopper scows or by end dumping.

8. Rate of Dumping: As required by normal operations.

9. Total Quantity to be Dumped: Not to exceed 100 000 m3.

10. Material to be Dumped: Dredged material and other approved material typical of the loading site.

11. Requirements and Restrictions: The Permittee must notify the permit issuing office in writing and receive written approval for each loading site prior to any loading or dumping. The written notification must include the following information:

(i) the co-ordinates of the proposed loading site;

(ii) a site map showing the proposed loading site relative to known landmarks or streets;

(iii) a figure showing the legal water lots impacted by the proposed dredging/loading activities, giving the spatial delineations of the proposed dredge site within these water lots;

(iv) all analytical data available for the proposed loading site;

(v) the nature and quantity of the material to be loaded and dumped;

(vi) the proposed dates on which the loading and dumping will take place; and

(vii) the site history of the proposed loading site.

Additional sampling or analytical requirements may be specified by the permit issuing office.

The Permittee must ensure that all contractors involved in the loading or dumping activity for which the permit is issued are made aware of any restrictions or conditions identified in the permit and of the possible consequences of any violation of these conditions. A copy of the permit and the letter of transmittal must be carried on all towing vessels and clamshell dredging platforms involved in dredging or ocean dumping activities. A copy of the written approval for the appropriate loading site and copy of the permit must be displayed at each loading site.

Contact must be made with the Canadian Coast Guard regarding the issuance of a "Notice of Shipping". The Permittee should contact the District Manager, Canadian Coast Guard, Vessel Traffic Services, Kapilano 100 Building, Room 1205, 100 Park Royal S, West Vancouver, British Columbia V7T 1A2, (604) 666-8453 (Facsimile).

The Permittee must report to the Regional Director, Environmental Protection, within 10 days of the end of each month, the quantity of material disposed of from each dredge site pursuant to the permit.

The Permittee must submit to the Regional Director, Environmental Protection, within 30 days of the expiry of the permit, a list of all work completed pursuant to the permit, the nature and quantity of material disposed of from each site and the dates on which the activity occurred.

5. Dump Site(s): Point Grey Disposal Site: 49°15.40' N, 123°22.10' W, at a depth of not less than 210 m.

The following position fixing procedures must be followed to ensure disposal at the designated dump site:

(i) The vessel must call the Vancouver Vessel Traffic Management (VTM) Centre on departure and inform VTM that it is heading for a disposal site;

(ii) Upon arrival at the disposal site, and prior to dumping, the vessel must again call VTM to confirm its position. Dumping can proceed if the vessel is on the disposal site. 10. Material to be Dumped: Excavated material comprised of clay, silt, sand, gravel, rock, or other approved material typical to the load site. All wood, topsoil, asphalt and other debris are to be segregated for disposal by methods other than ocean disposal.

11. Requirements and Restrictions: The Permittee must notify the permit issuing office in writing and receive written approval for each excavation site prior to any loading or dumping. The written notification must include the following information:

(i) street address of the proposed excavation site,

(ii) a site map showing the proposed excavation site relative to known landmarks or streets,

(iii) all analytical data available for the proposed excavation site,

(iv) nature and quantity of the material to be loaded and dumped,

(v) proposed dates on which the loading and dumping will take place, and

(vi) site history of the proposed excavation site.

Additional sampling or analytical requirements may be specified by the permit issuing office.

The Permittee must ensure that all contractors involved in the loading or dumping activity for which the permit is issued are made aware of any restrictions or conditions identified in the permit and of the possible consequences of any violation of these conditions. A copy of the permit and the letter of transmittal must be carried on all towing vessels and loading platforms or equipment involved in ocean disposal activities. A copy of the written approval for the appropriate loading site must be displayed with each copy of the permit posted at the loading sites.

Contact must be made with the Canadian Coast Guard regarding the issuance of a "Notice of Shipping". The Permittee should contact the District Manager, Canadian Coast Guard, Vessel Traffic Services, Kapilano 100 Building, Room 1205, 100 Park Royal S, West Vancouver, British Columbia V7T 1A2, 604-666-8453 (Facsimile).

(a) Various approved sites in Vancouver Harbour at approximately 49°18.70' N, 123°08.00' W;

(b) Various approved sites in the Fraser River estuary at approximately 49°12.00' N, 123°08.00' W; and

(c) Various approved sites on southern Vancouver Island at approximately 48°39.00' N, 123°22.00' W.

5. Dump Site(s):

(a) Point Grey Dump Site: 49°15.40' N, 123°22.10' W, at a depth of not less than 210 m;

(b) Sand Heads Dump Site: 49°06.00' N, 123°19.50' W, at a depth of not less than 70 m (no wood waste allowed); and

(c) Victoria Dump Site: 48°22.30' N, 123°21.80' W, at a depth of not less than 90 m.

10. Material to be Dumped: (1) Dredged material or other approved material typical to the loading site; and (2) Broken concrete slabs and non-usable concrete rubble.

11. Requirements and Restrictions: The Permittee must notify the permit issuing office in writing and receive written approval for each loading site prior to any loading or dumping. The written notification must include the following information:

(i) the co-ordinates of the proposed loading site,

(ii) a site map showing the proposed loading site relative to known landmarks or streets,

(iii) all analytical data available for the proposed loading site,

(iv) the nature and quantity of the material to be loaded and dumped,

(v) the proposed dates on which the loading and dumping will take place,

(vi) the site history of the proposed loading site.

Additional sampling or analytical requirements may be specified by the permit issuing office.

Notice is hereby given that, pursuant to the provisions of Part VI of the Canadian Environmental Protection Act, Permit No. 4543-2-05943 is approved.

1. Permittee: P. Janes and Sons Ltd., Jackson's Arm, Newfoundland.

2. Type of Permit: To dump or load fish and crab offal.

3. Term of Permit: Permit is valid from July 20, 1998, to July 19, 1999.

4. Loading Site(s): 49°51.80' N, 56°46.50' W, Jackson's Arm, Newfoundland.

5. Dump Site(s): 49°51.50' N, 56°43.66' W, at an approximate depth of 90 m.

6. Route to Dump Site(s): Most direct navigational route from the loading site to the dump site.

7. Equipment: Vessels, barges or other floating equipment complying with all applicable rules regarding safety and navigation and capable of containing all waste cargo during loading and transit to the approved dump site.

8. Method of Dumping: Direct release.

9. Rate of Dumping: As required by normal operations.

10. Total Quantity to be Dumped: Not to exceed 1 500 tonnes.

11. Material to be Dumped: Fish and crab offal.

12. Requirements and Restrictions: It is required that the Permittee report, in writing, to Mr. Rick Wadman, Environmental Protection Branch, Department of the Environment, 6 Bruce Street, Mount Pearl, Newfoundland A1N 4T3, (709) 772-5097 (Facsimile), at least 48 hours prior to the start of the first dumping operation to be conducted under this permit.

A written report shall be submitted to Mr. Rick Wadman, Environmental Protection Branch, within 30 days of either the completion of the work or the expiry of the permit, whichever comes first. This report shall contain the following information: the quantity and type of material disposed of pursuant to the permit and the dates on which the loading and dumping activities occurred.

It is required that the Permittee admit any inspector designated pursuant to subsection 99(1) of the Canadian Environmental Protection Act, to any place, ship, aircraft, platform or anthropogenic structure directly related to the loading or ocean dumping referred to under this permit, at any reasonable time throughout the duration of this permit.

The dump site must be marked and all dumping must take place within 100 m of the dump site marker.

The loading and transit of waste material to the dump site must be conducted in such a manner that no material enters the marine environment. Waste material spilled at any place other than the permitted dump site must be retrieved. All waste must be contained on shore while the barge is away from the loading site.

The fish offal and crab offal must be covered by netting or other material to prevent access by gulls.

This permit must be displayed in an area of the plant accessible to the public.

Vessels operating under the authority of this permit must carry and display a radar-reflecting device at all times mounted on the highest practical location.

The loading or ocean dumping conducted under this permit shall not be carried out without written authorization from the Permittee.

Fish and crab offal loaded for the purpose of ocean dumping may not be held aboard any vessel for more than 96 hours without the written consent of an inspector designated under the Canadian Environmental Protection Act.

CANADA PENSION PLAN

In accordance with subsection 111(3) of the Canada Pension Plan, notice is hereby given that, pursuant to subsection 111(2), the Minister of Finance has fixed an interest rate of 5.46 percent as applicable in the case of any obligation described in subsection 111(1) having a term to maturity of 20 years that is offered by a province for purchase by the Minister of Finance during the period commencing August 1, 1998, and ending August 10, 1998.

Please note that this rate is subject to change pending final approval of legislation to amend the Canada Pension Plan and to establish the Canada Pension Plan Investment Board.
